For a conventional rate-and-term refi, there's generally no mandatory waiting period from the last refinance. You could technically refinance again immediately. The practical limit is whether the math works — you paid closing costs 18 months ago, and you'll pay them again. Make sure the rate savings exceed the new closing costs within a time horizon you're comfortable with.

Conventional rate-and-term: no waiting period. Cash-out: 6 months from last closing. FHA Streamline: 210 days + 6 payments. Check your current loan docs for any prepayment penalty — most conventional loans don't have one, but worth confirming. If your current rate is more than 0.5-0.75% above today's market, running the numbers on a no-cost or lender-credit refinance (where closing costs are offset by a slightly higher rate) might make sense — no break-even to worry about.
